Brazil's National Chemical Bill is under Review

On 10th November 2023, the Brazilian Senate Committee formally assigned the National Chemistry Bill for initiation of the approval process. Within 10 working days of receiving the Consolidated Bill, three committees were designated to review the National Chemistry Framework Bill. This review will be conducted through the collaboration between the Committee on Science, Technology, Innovation and Informatics (CCT), the Senate Committee on the Environment (CMA), and the Committee on Social Affairs (CAS).

Back in 2019, Brazil proposed the National Chemicals Bill with the objective of creating a nationwide chemical inventory to evaluate and manage the hazards of chemicals that are utilized, manufactured, or brought into the country. The purpose of this bill is to prevent detrimental impacts on human health and the environment, and to implement additional measures. However, no significant advancements were made regarding the bill until September of this year, when the National Consolidated Bill on Chemicals was announced as adopted by the Brazilian House of Representatives’ Commission on Constitution, Justice and Citizenship (CCJC).

As a result of a review in November, the entire process was accelerated. If the legislation is approved by the Senate and signed into law, Brazil will become the fourth country in South American, following Peru, Chile, and Colombia, to adopt chemicals management legislation.
