The list of hazardous chemicals for which chemical-related incident prevention and preparedness and safety distance are required also contains substance names, CAS numbers and storage limits. Substances listed in this list require control measures in processes such as production, trade, use, and storage.The List is regulated under the Law on Chemical (Order No.06/2007/QH12), which came into effect on July 1, 2008.
► According to the Law on Chemical, chemical substances included in the List of hazardous chemicals for which chemical-related incident prevention and preparedness and safety distance are required shall also meet the following requirements: Any production, trade, use, and storage of hazardous chemicals on the list shall keep a safe distance from factories, warehouses, residential areas, public infrastructure, historical sites, scenic areas, nature reserves, national parks, biosphere reserves, species ecological reserves, marine protected areas and daily water sources. If the quantity of chemicals exceeds the storage limit, a chemical accident prevention and preparedness plan shall be formulated and submitted to the Ministry of Industry and Trade for approval. Enterprises engaged in production, trade, use, and storage of these chemicals shall conduct chemical accident prevention and response drills annually according to the accident prevention and preparedness plan. Applicants shall also submit activity reports before June 1 and December 1 annually.
► Chemical substances that are not included in the List are not subject to corresponding obligations.
