Japan ISHA-Substances Subject to Labeling and Document (SDS) Delivery System

In accordance with ISHA, Industrial Safety and Health Act-Chemical Substances Subject to Labeling and Document (SDS) Delivery System includes substances regulated and released by the Ministry of Health, Labour and Welfare (MHLW). The ISHA classifies these regulated chemical substances into five categories according to their hazards and the time they enter the domestic circulation:substances prohibited from production, substances requiring production license, substances requiring labeling, substances requiring SDS, and general substances.

According to the ISHA, chemical substances included in the Chemical Substances Subject to Labeling and SDS Delivery Obligations are under the following conditions: ①Suppliers of substances listed in Article 57 or mixtures containing these substances and suppliers of substances exceeding specific concentration limits shall provide labels. ②Suppliers of substances listed in the Provision 2 of Article 57 or mixtures containing these substances and suppliers of substances exceeding specific concentration limits shall provide SDS. ③For substances listed in ISHA or mixtures containing these substances that are classified as deleterious substances, suppliers shall provide SDS or labels comply with JIS Z 7252 and JIS Z 7253.

Chemicals not listed in the Industrial Safety and Health Act-Chemical Substances Subject to Labeling and Document(SDS)Delivery System are not subject to the related obligations.
