The Ministry of Environment of South Korea adds chemical substances with specified hazards into the list of toxic substances, which are regulated by the Korean Chemicals Control Act (CCA). CCA aims to the management of hazardous chemicals and emergency management of chemical incidents, which came into effect on January 1, 2015. Under CCA, all manufacturers, importers, sellers and users shall take safety measures to minimize the damage to human and the environment. Manufacturers and users shall acquire knowledge and professional skills to ensure proper handling and management. In the event of incidents, enterprises may take emergency measures to minimize damage. Additionally, enterprises shall keep and report records to competent authority for efficient supervision of their use and handling.
In accordance with CCA, importers /individuals that import chemicals in the list shall report their category and intended uses to Korean Ministry of Environment. Operators of toxic chemicals shall register their operations and affix labels on their packages, and submit annual reports to the Ministry of Environment. Anyone handling toxic chemicals shall meet the following requirements:
(1) Proper maintain and manage facilities for toxic chemical treatments to ensure their normal operations;
(2) Develop precautionary measures to prevent accidents during the operation of toxic chemicals, prepare emergency equipment and medicines for emergency response in the event of chemical incidents;
(3) Toxic chemicals shall be kept and stored separately from other chemicals;
(4) People transport hazardous chemicals shall be provided safety education for hazardous chemicals.
