Philippine List of High Volume Chemicals (HVCs)

The List of High Volume Chemicals in Philippine (HVC) includes chemicals regulated and published by the Philippine Environmental Management Bureau (EMB). In accordance with the EMB MC 2017-010, High Volume Chemicals(HVCs) refer to chemicals that are already manufactured,imported or used in the Philippines in quantity more than 500 MT per year. HVCs are considered to have a higher potential exposure for human and the environment due to their high quantity. This list is provided in Annex I of EMB MC 2017-010, which includes substance names, IUPAC names and CAS numbers.

► Proper labelling and SDS shall be provided for chemicals included in the HVCs list within its entire life in accordance with DAO 2015-09. Suppliers shall provide SDS to importers and attach corresponding labels to the packaging of imported chemicals. Based on their hazards of high volume chemicals, manufacturers shall make and update SDS to transporters, processors and users

Wastes of HVCs must be handled as hazardous wastes and meet relevant requirements under DAO 2013-22.

► Chemicals not included in the HVCs list are not subject to regulatory obligations.

Exemptions

Chemicals used in the production of pharmaceuticals, cosmetics, food and pesticides are outside the scope of HVCs.
